As applied to Vietnam, it was labeled "Vietnamization". A strategy by President Richard Nixon for ending U.S involvement in the vietnam war. This involved a gradual withdrawl of American troops and replacement of them with South Vietnamese forces. This was popular with the American protesters of the war. This went along with the Nixon Doctrine.
