It also did the following: raised teacher pay, limited class size, require pre kindergarten classes for disadvantage four year old, required students to pass a basic skill test before graduating from high school, required school districts to provide tutorial services for failing students, and two provisions of the HB 72 that were controversial: literacy test for teachers and no pass no play, it also replaced the state board of education which held a non reformist approach to education.
