A two-tiered system of social insurance programs and means-tested assistance.

Employers pay an unemployment insurance tax. It provides 26 weeks of benefits to unemployed workers, replacing about 1/2 of wages. There is a max to how much they will provide.

A guaranteed retirement payment (pension) for enrolled workers beginning at age 67. Eligibility is based on prior contributions to the government, usually in the form of payroll taxes. No federal citizenship or legal status exclusions, and no cooperation with INS.

bottom of the tiered system, based on income. Aid to dependent children, Old Age assistance, Aid to the Blind -monthly cash assistance to disabled/blind/elderly with low income and assets. -it is more generous than TANF now. Participants have doubled since 80s.
